Form of Government

The Town of Plymouth has a mayor-council form of government with a Mayor, Town Council, Board of Finance and Budget Referendum. Local elections are held every two years (in odd-numbered years) on the Tuesday after the first Monday in November. The annual budget is approved at referendum.

The Mayor is an elected position with a 2 year term. The Mayor is directly responsible for the administration of all town departments, and is the Chief Executive Officer of the Town.

Residents are encouraged to share ideas and comments with the Mayor and the staff. We have an open-door policy, however, to ensure that adequate time can be given to anyone, residents are encouraged to make an appointment.

The Comptroller's Office is responsible for the following:

Supervise the safekeeping and distribution of all funds for the Town of Plymouth.
Coordinate the preparation and administration of the budget.
Provide cash management of town funds, including investments, debt service and accounts payable.
Prepare and maintain the Town of Plymouth's payroll functions.
Oversee purchasing and bidding.
Administer the town pension plan and insurance coverage's.
Prepare financial information for the annual audit and bond offerings.
Provide financial information to the public, boards and commissions, and department heads.

Town of Plymouth Beautification Committee

The Town of Plymouth’s Beautification Committee was created in early 2000, “which shall serve to beautify and enhance the condition and visual aesthetics of cultural, historical and natural resources in the town”.   The Committee, made up of volunteers can consist of up to fifteen (15) members who are appointed by the mayor with the approval of the Town Council.  A copy of the town ordinance is in the Town Charter - ARTICLE V. BEAUTIFICATION COMMITTEE.

In February of 2011, the members on the Committee set the following goals:

  • To serve to beautify the Town and develop a unique community that is visible to visitors and to encourage participation with residents of all ages as a way to build a sense of community pride.
  • The committee will coordinate and schedule various activities that can enrich the community spirit, promote the historic landmarks, public lands and recreational resources of the town. 
  • Increase committee membership
  • The committee will acknowledge those property owners and businesses that beautify their property to enhance the Town, as well as the volunteers that support town clean-ups, or contribute to the goals of the committee in any way.

Currently, the committee works on installing planters along Main Street and maintaining them, sponsoring Main Street and neighborhood Clean-ups, maintaining plantings near the town Welcome signs and most recently, hosting A Pumpkin Festival at the Baldwin Park.

Meetings:
Committee members are all volunteers, and meet the first Wednesday of every month at 7:00pm at the town hall with the exclusion of the month of January.  Occasionally the meeting location will be changed to accommodate work parties for the Main Street planters or other activities and notification will be given to the mayor’s office.
     
Residents are encouraged to attend and participate.

2011 Meeting Dates: February 2nd, March 2nd, April 6th, May 4th, June 1st, July 6th, September 7th, October 5th, November 2nd, December 7th.
