The Department of Public Works is responsible for the management of the Town Hall, Highway Department, Transfer Station, Maintenance Garage, Engineering, the Water Pollution Control facilities, and many other support needs of our fellow departments.

The Public Works office staff responds to requests for resident services and related repairs, as well as issuing and collecting fees for solid waste permits, driveway and excavation permits, and prepares reimbursements for State grants administered through the Public Works Department.

Please see Permits & Licenses for information and fees on excavation permits and special disposal permits.  Free Permit stickers can be obtained at the Public Works Department, located at Town Hall, 80 Main Street, for use at both the Transfer Station and the Brush/Leaf Facility.  Proof of registration and license is required to obtain a permit sticker.  Applicants must be Plymouth/Terryville residents and the vehicle must be registered in town.  The vehicle cannot be a commercial vehicle and cannot be registered to a business or have a company logo.

The Highway Department is responsible for the maintenance and repair of over eighty miles of paved and two miles of unpaved town owned roads, including: snow fighting, brush mowing, tree trimming and removal, line painting, street sign replacement and repair, paving, and drainage improvements.

The Town of Plymouth does NOT maintain a bare pavement policy.

The town will pre treat roads with an Enhanced Deicer when frozen precipitation is forecasted. The purpose of pre treating roads is to prevent precipitation from bonding to the road, and to facilitate melting of the precipitation as it falls. Enhanced deicer will continue to be used during the storm event as required.

The benefits of pre treating with enhanced deicer include: reduced plowing related damage to roads curbing and driveways, and reduced application of abrasives (sand), which reduces the amount of material to be cleaned from drainage structures and water courses each spring and summer.

Be reminded deicers have always been used to melt frozen precipitation.
Certain types of precipitation such as sleet may still require treatment with abrasives for traction.

Streets will generally not be plowed if there is less than two inches (2") of frozen precipitation. Several treatments of de-icers and or abrasives may be necessary. During long-duration storms, the Public Works Department may have reduced forces from 11:00 p.m. until 5:00 a.m. to allow the truck drivers to rest.
Town roads will be plowed and sanded in the following order of importance:

  1. Emergency locations (fire, ambulance, accident locations)
  2. Snow Emergency Routes
  3. School bus routes (main through roads)
  4. Through roads
  5. Cul-de-sacs/Other sites/Town Facilities

The Town of Plymouth currently has an all night on-road parking ban from November 15th through April 1st.

The Maintenance Garage staff is responsible for the maintenance and repair of over one hundred (100) municipally owned pieces of equipment. The vehicles serviced by the maintenance garage include: Police, Fire, Recreation, Senior, Ambulance, WPCA and Public Works vehicles.

The Transfer Station is located on Old Waterbury Road. Regular Domestic Solid Waste may be disposed of at the Transfer Station on Old Waterbury Road at no charge, for town residents holding a permit sticker. We currently recycle and accept waste oil and metal at the Transfer Station, permit sticker required.

The brush and leaf disposal facility: Town of Plymouth Brush and Leaf facility on Tunnel Road will reopen for the 2013 season on April 20th from 7:00 a.m. to 1:00 p.m. on Saturdays only, weather permitting. It stays open until the last Saturday in November (or the first snow storm, whichever comes first). Yard Waste may be disposed of at the Brush/Leaf facility, at no charge, for town residents holding a permit sticker. Items accepted include branches, leaves, lawn rakings and wood up to 8 inches in diameter. NO STUMPS

The solid waste program is administered through the Public Works office. The solid waste program consists of contract curbside residential bi-weekly recyclable collection for about four thousand households. Recyclable cans and bottles can now be commingled and magazines can now be included with newspapers. Residents can either utilize the Transfer Station or hire a commercial hauler for solid waste disposal.

Curbside Recycling

Single stream recycling means all items are accepted in the same bin. There are big or smaller bins available.

RECYCLING GUIDELINES

  • Carts must be at least 4 feet from other carts and other objects.
  • Containers must be rinsed and cleaned.
  • Do no overfill carts, lids must be closed.
  • Place carts with arrows facing toward the street.
  • If you miss a pick up and would like to dispose of recyclables at the Transfer Station, there are containers located at the facility for their collection.


 

Place your recycling container at the curb the night before your recycling collection day with arrows facing toward the street.  Papers and cardboard may be wet with rain or snow. Do not leave at the curb for more than one day.

Remember, recycling saves money, conserves natural resources, reduces Greenhouse Gas emissions, reduces carbon footprint, and it's the Law!

What to Recycle:

  1. Clean food and beverage containers (i.e. egg cartons and milk containers.): Must be cleaned and rinsed. Includes laundry detergent and shampoo bottles.
  2. Paper: Newspapers, magazines, catalogs, junk mail, office paper and cereal boxes.
  3. Glass and metal food & beverage containers: Must be cleaned and rinsed.
  4. Plastic containers: Must be cleaned and rinsed. Plastics #1 - #7.
  5. Corrugated cardboard: Folded flat to 2'x3'.

Don't Recycle:

  1. Trash: Ceramics, appliances, household rubbish
  2. Aerosol cans.
  3. Prescription drug containers.
  4. Sharps: knives, light bulbs, mirrors, syringes/needles (require special handling) and window glass.
  5. Plastic bags: Recycle at supermarket.
  6. Toxic fluids: Antifreeze, motor oil, household cleaners, pesticides and paint cans.
  7. Phone books in your blue recycle pail. There is a special recycle bin at the transfer station.

It can be hazardous to you and our environment!


Follow these instructions for proper disposal:

  1. NEVER throw left over chemicals down the drain, in storm drains, on the ground or in the trash.
  2. Give leftover or extra product to someone who can use it or bring it to a HHW collection day.
  3. Recycle used motor oil at your town's designated collection site.
  4. Recycle lead-acid car batteries by bringing them to a scrap metal dealer or battery retailer.
  5. Buy only what you need - use all of what you buy.
  6. Use non-toxic or less toxic substitutes for hazardous products.

These products should be brought to hazardous waste day.  Make sure they are sealed and packed in a sturdy crate or cardboard box.  Leave in your car only as long as necessary, and never smoke while handling. 5 gallon limit per person. No waste from businesses accepted.

How to dispose of latex paint:

Add kitty litter or speedi-dry waste paint hardener. When completely dry, dispose of paint with regular garbage leaving the cover off the paint can.

Electronics (E-Waste)

Acceptable items: Computers and peripherals (monitors, keyboards, mouse), computer parts, hard drives, power supplies, home printers, copiers and faxes, TV's without wood components, land line or cellular telephones, radios, remotes, insulated and non-insulated wire.
