Taxpayer Benefit Programs offered through the Assessor's Office include:

Manufacturing Machinery & Equipment Exemptions.

Elderly or Social Security Disabled Homeowner Rebates - Apply Feb. 1st - May 15th
Elderly or Social Security Disabled Renters Rebates - Apply May 15th - Sept. 15th

  • Requirements:
    Income requirements for both the Renters Rebates and the Homeowner Rebates cannot exceed $33,900 for married individuals or $27,700 for single individuals.  You must be a permanent Connecticut resident to qualify.  You also must provide the Assessor with a copy of your federal Income Tax return if you file one.  You cannot receive any financial aid or subsidy from federal, state, county or municipal funds other than Social Security emergency energy assistance, Federal Supplemental Security Income Program, payments from previous employment, veteran and disability benefits, subsidized housing, Medicaid, or food stamps.   Please stop by the Assessors office for more information or to apply.
 

Assessment Exemptions

 
Farm and Forest Classification Programs.

Personal Property declarations must be filed in the Assessor's office no later than November 1st to avoid a penalty.  Every business owner must file and those who own unregistered vehicles/campers or horses.  If you have any questions call the Assessor's office at 585-4004.

Assessment information pertaining to Real Estate, Motor Vehicles, and Personal Property located within the Town of Plymouth is also available.

The Tax Office collects a variety of bills, real estate tax, motor vehicle, and personal property, as well as sewer use and sewer assessments. We also collect parking tickets, false fire alarm fines and aircraft registrations.

The Tax Collector is an elected position with a 4 year term.

Tax bills mailed each year:

Phase 3 sewer assessment bills are due May 1st.

Real Estate, Motor Vehicle and Personal Property bills are mailed the last day in June and are due no later than August 1st. 

Phase 7 sewer assessment bills are due September 1st.

Sewer use bills are due October 1st. 

Aircraft are registered in the month of September.

Supplemental Motor Vehicle Bills are mailed mid-December and are due no later than February 1st.

The Town Clerk's office is responsible for the following:

Recording of Plymouth's records including deeds, mortgages, liens, releases, assessments, other land records, and vital statistics

Collects fees for Hunting and Fishing licenses and Dog Licenses (Renewed in June - $1.00 late fee per month or any part of a month applied thereafter.)

Prepares and issues copies of land records, maps and other public documents.
Signs and certifies copies of official documents
Publishes legal notices as required
Records town births, deaths and marriages
Issues licenses as required by State Statute and local ordinances such as marriage and records certification of Notaries Public
 
Records sexton's reports of cemetery burials
Conducts Special Town Meetings
Assists in voter registration in the absence of the Registrar of Voters and issues absentee ballots for elections and referendums
 
Records Veterans discharge records
Records and indexes maps

Several forms are now available online. You can print the form and complete it in handwriting, or complete the online form of your choice (.pdf format) by tabbing through the fields, and then select PRINT. Follow submission and payment instructions on each form. You cannot submit the form online, only print the completed form.

  1. Request for copies of the original certificate: Marriage Certificate
  2. Request for copies of the original certificate: Birth Certificate
  3. Application for Trade Name Certificate
  4. Application for Certificate of Dissolution of Trade name
  5. Application for new Marriage License. This MUST be brought to the Town Clerks Office by the bride and groom in order for it to be completed.

Please be sure to include a SELF-ADDRESSED STAMPED envelope for mail-in forms.
